What is the Housing Element?

The 2022 Housing Element will serve as the City of Napa’s housing plan for the next 8 years (2023-2031). It guides future decisions on housing preservation, protection, and production and reflects the community’s vision of equity and inclusion. California law requires that cities and counties update their housing elements every 8 years. The City of Napa last updated its Housing Element in 2015 and is now required to update it by January 31, 2023 for the period covering 2023-2031.

The project team consists of City of Napa staff and consultants from Dynamic Planning + Science. To ensure housing policies and programs are inclusive and represent the values and needs of our diverse community, we want to hear from as many Napa residents as possible. The Draft Element is currently underway. You’ll have the opportunity to read the draft and submit comments during the public review period, December 2022 – January 2023. Check back for updates!

Balancing Act

Balancing Act is an interactive tool that enables residents to run different “scenarios” of housing allocation and provide input. The results of the Balancing Act survey will be used to guide the development of the Draft Element.
