What is the Housing Element?

The 2022 Housing Element will serve as the City of Napa’s housing plan for the next 8 years (2023-2031). It guides future decisions on housing preservation, protection, and production and reflects the community’s vision of equity and inclusion. California law requires that cities and counties update their housing elements every 8 years. The City of Napa last updated its Housing Element in 2015 and is now required to update it by January 31, 2023 for the period covering 2023-2031.

The project team consists of City of Napa staff and consultants from Dynamic Planning + Science. To ensure housing policies and programs are inclusive and represent the values and needs of our diverse community, we want to hear from as many Napa residents as possible.
